First off, the axle taper looks to be quite rough. If you lap the axle taper to the hub the axles will live a lot longer. Be sure to tighten the nut to 200 ft. lb. If you arc grind the shoes to fit the drum, the rub problem will very likely go away. Any brake shop can do this.

When the pads and shoes wear down, it can result in a metallic grinding noise, as the backing plate starts making contact with the rotor or drum. Brake pads also have a metal wear indicator that drags on the rotors when the pads are ...
A grinding noise can be heard in a brake system when the pad's life is exhausted (when the break pad is worn out). Another cause of grinding in a brake system is moisture on the rotor after sitting overnight, but this will usually disappear after you apply the brake a few times.

Other brake shoe grinder manufacturers sold a simpler design that cut the same radius on the lining, but it didn't compensate for the anchor pin to drum distance (Cam grinding). Notice how the end of the brake shoe fits into the simulated anchor pin in this photo: Under heavy braking, the drum is forced into a more elliptical shape by the shoes.
This tool was used to arc the shoes whereas the center of the shoe in the arc would contact the drum first. This machine did grind away a small portion of the braking material on the ends to allow the center to contact first. Contrary tp popular belief, after arc grinding, brake shoes are NOT supposed to contact the drum . With Bendix style, the shoe is supposed to have .008" - .012" gap at each shoe end and rock slightly in the drum. With the old Ford Lockheed style, the gap is supposed to be more. I think about .014+". Check a technical brake manual.

The grinding is better but still there. It ONLY grinds when I am braking. If I am going about 4 mph with the brake applied - grind - foot off coasting - NO grind. I've done brakes for years, I know what Im doing. Then I notice my emergency brake does not seem to be working any more. I can pull it up at 4 mph or 40 mph and notice nothing.
